Introduction to PM Vishwakarma Scheme

Under the PM Vishwakarma Scheme, craftsmen and artisans of the unorganized sector in India such as blacksmiths, potters, carpenters, sculptors, etc. engaged in their various professions are called Vishwakarma.

The Government of India has launched the Pradhan Mantri Vishwakarma Yojana on 17th September 2023 to enhance the skills of these Vishwakarma artisans and to increase the quality, to provide assistance in the form of modern equipment and skills and to ensure the availability of cheap loans for these Vishwakarma artisans.

  • There are many craftsmen and artisans in the Indian economy who work with their hands and tools. Generally speaking, all these artisans and craftsmen are part of the unorganized sector and are engaged in informal and traditional work.
  • These craftsmen are engaged in traditional occupations like blacksmith, potter, carpenter, sculptor etc. based on the guru-disciple tradition from generation to generation.
  • Through the PM Vishwakarma scheme, local artisans and craftsmen will be able to upgrade their equipment to modern and globally standard standards and expand and upgrade their businesses.
  • With the vision to achieve a significant contribution from this transformation from the informal sector to formal entrepreneurship, Prime Minister Narendra Modi announced the launch of this scheme as Pradhan Mantri Vishwakarma Kaushal Samman Yojana which is celebrated on 17th September.

  • Cheap loans will be provided to the beneficiaries without any security and with interest waiver so that they can expand their business.
  • Under the scheme, artisans and craftsmen are first given the recognition of Vishwakarma so that they can avail the benefits under this scheme.
  • Efforts will be made to improve the skills of Vishwakarma and ensure that they are given appropriate and relevant training.
  • Vishwakarmas who acquire the skills and ensure better quality will be provided a platform to access new growth opportunities and for marketing and promotion of the brand.
  • The Government and the concerned departments will make efforts to promote digital empowerment to encourage beneficiaries to indulge in digital transactions.
  • To develop the capacity of artisans and craftsmen who make the products and to increase their quality and productivity on a large scale, assistance of modern equipment will be provided and information regarding the related skills will also be made available.
  • Under this scheme, the government will work specifically on empowering marginalized groups such as women, Scheduled Castes and Tribes, OBCs, specially abled persons, transgenders, residents of NER states, island and hilly areas as well as people who have been marginalized.

Key features of PM Vishwakarma Yojana

  • After the announcement by the Prime Minister, the scheme was approved by the Union Cabinet on August 16.
  • Under this scheme, initially it was planned to provide benefits to 5 lakh families in one year.
  • It is estimated by the government that 30 lakh families will be benefited under this scheme in the next 5 years.
  • This scheme has been implemented for 5 years i.e. from the year 2023-24 to the year 2027-28.
  • An initial provision of Rs 13,000 crore has been made for this scheme.
  • This scheme is being run by the Ministry of Information, Small and Medium Enterprises (MoMSME) under the Government of India.

Benefits of PM Vishwakarma Yojana

1. RECOGNITION— Craftsmen and handicraft artisans will be recognized as Vishwakarma through ID cards and identity cards.

2. SKILLING – This includes two duration basic and advanced training programmes.

  • Basic Training Program – After verification in the scheme, the beneficiary will be given basic training of 5 to 7 days (40 hours) i.e. during this time the skill of the craftsman or artisan will be improved through training.
  • Advanced Training Program— If some beneficiaries want to learn this training in a better way, then an advanced training program has also been arranged for such artisans and craftsmen which will be for 15 days (120 hours). Interested candidates can enroll for the advanced training program.

3. Training Stipend – During the training, the beneficiaries will be provided a stipend of ₹500 per day so that their daily income does not stop while receiving the training.

4. Toolkit Incentive – Under this scheme, beneficiaries will be provided financial assistance of ₹15,000 to purchase industrial equipment as per their convenience.

5. Interest free loan assistance (Collateral Free Loan)- Under this scheme, in the first phase, an interest free loan of ₹1,00,000 will be given to the beneficiaries so that the beneficiaries can purchase tools or equipment as per their convenience and requirement. (The repayment period for this interest free loan of ₹1 lakh will be 18 months)

6. Credit Support at Concessional Interest Rates – In the second phase of this scheme, a loan of up to ₹2,00,000 will be given to the beneficiaries at a very cheap and concessional interest rate of 5%. Through this, Vishwakarma will also be able to buy expensive and efficient equipment of global level as per their requirement.

Note: The repayment period for interest-free loan of ₹1,00,000 provided to the beneficiaries is 18 months and for loan of ₹2,00,0000 given at concessional interest rate of 5% is 30 months.

7. Incentive for Digital Transaction – Support for maximum 100 transactions per month

8. Marketing Support – To provide marketing support to the beneficiaries, the National Committee for Marketing (NCM) will provide various facilities such as providing quality certificate, brand promotion and e-commerce linkage; and efforts will be made to ensure that trade advertisement and publicity and other marketing activities are done without any discrimination.

  • To avail the benefits under this scheme, the applicant must be involved in any one of the 18 occupations mentioned above.

  • The beneficiary should not have availed any loan assistance at concessional interest rates from the Central or State Government.
  • If no other member of the family has received benefit under PM Vishwakarma Yojana, only one member of the family can get benefit under this scheme.
  • The applicant or any member of the applicant’s family should not be employed in any government post.
  • The applicant should not have taken any loan from the State Government or Central Government in the last 5 years for Pradhan Mantri Mudra Yojana, Pradhan Mantri Swa-Nidhi Yojana and any other schemes and for his own business and employment.

Step 2: Here you have to verify the mobile number and Aadhaar card through OTP authentication.

Step 3: After the Aadhar card and mobile number are verified, you will have to fill the registration form, in which you will have to carefully fill your name, address and all the information about the business you are related to.

Step 4: After completion of the registration form process, it has to be submitted and after this you can download Vishwakarma Yojana certificate.

Step 5: After this, go to the PM Vishwakarma Yojana portal and go to the scheme chosen by you and upload your documents as per the requirement of that scheme.

Step 6: You will receive the loan after your application passes the verification process.
